Management service is mainly used to setup and oversee backup plans. It's the administration component, which allows you to manage the system through web-based console. It's also a center of a platform that keeps information about devices, configuration and many other. The traffic doesn’t go through the device with service installed on it thus even in the event of it shutting down backup will still complete.
